Transport routier de marchandises et intégration dans l’espace CEDEAO : enjeux et contraintes

Le transport de marchandises est au coeur de l’intégration sous-régionale. Il constitue un facteur
d’intégration économique par le biais de la libre circulation des biens et des personnes promue dans la
communauté grâce à la mise en place du carnet de Transit routier inter-Etats (TRIE), la négociation du
tarif extérieur commun et la création du réseau routier communautaire. L’organisation du transport de
marchandises à travers des corridors dans la sous-région permet aux villes portuaires reliées aux villes
de l’hinterland par les meilleures infrastructures routières de la sous-région, de commander les flux de
marchandises. Cependant, le secteur de transport de marchandises reste handicapé par un certain nombre
de difficultés qui sont d’ordre organisationnel et financier : tracasseries routières, coûts des transports
élevés, insuffisance des voies de communication, etc. Aussi, faut-il une ferme volonté politique de la
part des différents Etats pour supprimer ces obstacles et améliorer l’état des routes afin de faire du
transport un des leviers de la maîtrise de l’espace communautaire et de son développement.

Freight transport is at the heart of sub-regional integration. It is a factor of economic integration through
the free movement of goods (and people) promoted in the community through the establishment of the
Inter-State Road Transit (TRIE) book, the negotiation of the common external tariff and the creation
of the community road network. The organization of freight transport through corridors in the sub-region
allows the port cities, connected to the hinterland cities by the best road infrastructure of the sub-region,
to control the flow of goods. However, the freight transport sector is still hampered by a number of
organizational and financial difficulties: road harassment, high transport costs, insufficient transport
links, etc. There is therefore a need for strong political will on the part of individual states to remove
these obstacles and improve the state of roads in order to make transport one of the levers of mastering
the Community space and its development.
